《十堰市“武当人才卡”实施办法（试行）》

一.申领对象

申领对象基本条件为：遵纪守法、诚实守信、技艺精湛、作风优良，在十堰工作或者服务并作出重要贡献的在职优秀人才可申领“武当人才卡”，不受国籍、户籍和身份限制。

武当金卡申领对象

中国科学院、中国工程院院士，中国社会科学院学部委员；国家自然科学、技术发明、科技进步奖获得者（一、二等奖前三位完成人）；国家企业技术中心、国家实验室、国家重点(工程)实验室、国家工程研究中心等研发平台首席科学家或者负责人；国家重点人才项目专家人选；国家杰出青年科学基金获得者；长江学者奖励计划特聘教授、讲座教授；中华技能大奖、全国技术能手等国家级技能荣誉获得者；国家有突出贡献的中青年专家；享受国务院政府特殊津贴人员。

省级重点人才计划入选者；省级自然科学、技术发明、科技进步奖获得者(一等奖前两位完成人，二等奖第一位完成人)；省级重点（工程）实验室、省级工程研究中心等研发平台首席科学家或者负责人；省级“双创战略团队”带头人；省有突出贡献中青年专家；享受省政府特殊津贴人员；“湖北工匠”、“楚天名匠”等省级技能荣誉获得者。

近三年公布的世界500强企业高级管理人员；经统计部门认定投资1亿元以上的市级重点招商引资落户项目的注册企业，或者年度纳税2000万元以上的纳税诚信等级A级民营企业的主要负责人。其他相当层次的人才。

武当银卡申领对象

“武当人才支持计划”全职引入我市的高层次和急需紧缺人才（第三层次、第四层次）；市有突出贡献专家、市政府专项津贴专家、市优秀中青年拔尖人才；市科技领军人才、市现代服务业领军人才；在职具有正高级职称的专家人才；“车城工匠”等市级技能荣誉获得者。

市重点骨干企业负责人（含董事长、总经理，技术、研发负责人）。其他相当层次的人才。

武当菁英卡申领对象

毕业五年内，在我市就业创业的全日制本科生。

二.服务内容

武当金卡、武当银卡和武当菁英卡持卡人在市内享受出入境和停居留服务、落户快捷服务、政务便利服务、安居保障服务、金融服务、文化服务、生活便捷服务等多项服务。

1、出入境和停居留服务

中国籍持卡人及其配偶、未成年子女办理出国（境）证照，外籍持卡人及其配偶、未成年子女办理签证、居留许可、永久居留业务时，由相关部门提供绿色通道服务。

2、落户快捷服务

持卡人及其配偶、未成年子女要求将户口迁入十堰市的，公安部门自受理之日起10个工作日内办结。

3、政务便利服务

持卡人在市、县两级政务服务大厅办理商事登记、行业许可、资质审批、公共法律服务等法人、自然人和其他社会组织政务服务事项时，可由专人引导，优先办理。

4、安居保障服务

持卡人可按规定入住人才公寓，符合条件的优先安排公租房。

5、金融服务

鼓励金融机构为持卡人提供“人才贷”等信贷产品，提高信用贷款和抵押贷款额度，提供便捷金融服务和贷款利率优惠。可由政府性融资担保机构提供信用担保，并纳入“4321”风险分担范围。

6、文化服务

在市内公立图书馆可免费借阅书籍。在市内指定影院观影可享受折扣价格。

7、生活便捷服务

持卡人在市内人才联盟门店购物、就餐等消费时，享受贵宾折扣待遇。

武当金卡和武当银卡持卡人还可以在市内享受科研服务、职称评审服务、税费优惠服务、交通出行服务、医疗卫生服务、子女教育服务、家属就业服务、生活便捷服务、旅游文化服务、老人养老服务。

1、科研服务

支持持卡人与市辖区企事业单位共建产业技术研究院、技术创新中心、制造业创新中心等科技创新平台，对新组建的国家和省级创新平台分别给予1000万元和500万元的建设经费补贴。支持持卡人与市辖区企事业单位共建科技孵化器、科技加速器等科技孵化平台，对新组建的国家和省级科技孵化平台分别给予200万元和100万元的建设经费补贴。持卡人申报国家、省级和市级有关科技项目时，予以优先推荐。可免费享受科技查新、科技咨询、知识产权咨询等服务。

2、职称评审服务

持卡人参加职称评定，可根据人才类别通过特殊人才或者留学回国人员职称评定绿色通道直接申报评定中高级职称。

3、税费优惠服务

持卡人办理有关涉税事项时，可享受税务部门提供的纳税绿色通道服务；持卡人自取得“武当人才卡”之日起购买的首套商品房用于本人居住的，可在“武当人才卡”有效期内享受契税补助。

4、交通出行服务

持卡人在武当山机场、高铁十堰东站乘坐飞机、高铁时，可走绿色通道，享受贵宾服务。

5、医疗卫生服务

持卡人及其配偶、未成年子女可按规定纳入城镇职工或者城乡居民基本医疗保险。可享受市内定点医院门诊、急诊、住院等绿色通道服务。

6、子女教育服务

持卡人子女入读公办幼儿园和义务教育阶段的学校，由市、县两级教育行政部门负责统筹安排，不受户籍限制。

7、家属就业服务

持卡人配偶愿意在本市就业的，根据持卡人配偶就业履历及个人条件，由市、县两级人社部门积极帮助“一对一”推荐就业。

8、生活便捷服务

在市内政府采购协议酒店入住，可按政府采购协议价格支付费用。

9、旅游文化服务

持卡人本人及1-3名陪同人员游览市内A级以上旅游景区免门票。

10、老人养老服务

持卡人直系亲属需在市内养老的，可申请社区居家养老服务，或者优先安排入住辖区公办养老机构。

对于武当金卡持卡人，不仅享有以上所有服务，在市内还专门享有五项服务，分别是人才专员、配偶就业、老人养老、交通出行和文旅健身这五个方面的服务。

1、人才专员服务

持卡人享受政策咨询、事务协调、信息通报等人才服务专员个性化服务。

2、配偶就业服务

持卡人配偶自愿来十堰工作，由市人社局、市委编办、持卡人所在单位根据有关政策规定协助解决。暂时无法解决的，可由持卡人所在单位按照所在地最低工资标准的2倍，为其发放生活补贴，最多发放3年。

3、老人养老服务

对随同持卡人在十堰居住的父母每人每月发放500元养老补贴，最多发放3年。

4、交通出行服务

持卡人持卡免费乘坐市内公交车。办理机动车登记、机动车安全技术检验、驾驶证申领审验补换时，享受便捷服务。

5、文旅健身服务

在市内指定影院每年可享受12次免费观影。在十堰体育中心每年可享受30次免费入场馆健身服务。

三.申领程序

1.在市人才交流开发中心设立市优秀人才服务窗口，具体负责“武当人才卡”的申请受理、资格审查、卡片制发和日常服务等工作。

2.申报。申领人或者申领人所在单位登录鄂汇办APP“武当人才卡”信息管理系统，或者到各地人才公共服务窗口，填写“武当人才卡”申请表，并提交专家证明、获奖证书、人才引进证明、聘用（劳动）合同等相关材料。

3.核发。根据本办法“申领对象”资格条件，可以直接认定的，由市人才交流开发中心直接核发“武当人才卡”。不能直接认定的，由市委人才办、市人社局集中审核认定后核发。

4.期限。“武当人才卡”有效期为3年。有效期满需续办的，持卡人应在有效期满前30日向市人才交流开发中心提出申请，报市委人才办和市人社局认定后核发。

武当银卡持卡人满足武当金卡申请条件的，可提出升级申请。“武当人才卡”有效期满未续办的，卡内与本办法相关的服务功能自动失效。“武当人才卡”遗失的，持卡人应及时挂失，并凭有关证明材料申请补发。

5.注销。有下列情形之一的，由申领人或者申领人所在单位申请注销“武当人才卡”服务功能，或者由发卡部门直接注销。

（一）持卡人与用人单位的劳动人事关系终止或者解除，且不在我市工作或者服务的；

（二）持卡人被依法追究刑事责任或者被纪律处分、尚在处分期内的；

（三）持卡人及其用人单位在申办及使用 “武当人才卡”过

程中，存在违规或者失信行为的；

（四）其他应当注销的情形。

Ⅰ. Applicants

Academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, members of Faculty of Chinese Academy of Social Sciences; Winners of the National Award for Natural Science and Technology Invention and Progress in Science and Technology (top three winners of the first or Second Prize);Chief scientists or people in charge of R&D platforms such as National Enterprise Technology Center, National Laboratory, National key (engineering) Laboratory and National Engineering Research Center;Candidates for experts of national key talent programs;Winners of the National Science Foundation for Outstanding Young People; Distinguished Professors and Chair Professors of Chang Jiang Scholars Program;China Skills Award, National Technical Expert and other national skills honor winners; Young and middle-aged experts with outstanding contributions to the state; People enjoying special government allowances from The State Council.

People who are selected by provincial key talent plan; Winners of Provincial Natural Science, Technological invention and Scientific and Technological Progress Awards (the first two winners of the first prize, the first winners of the second prize);Chief scientists or person in charge of R&D platforms such as provincial key point (engineering) laboratories and provincial engineering research centers;Leaders of provincial "Dual Entrepreneurship Strategy Team";Young and middle-aged experts with outstanding contributions in the province;People enjoying special subsidies from the provincial government; "Hubei Craftsman", "Chutian Master Craftsman" and other provincial-level skills honors recipients.

Senior managers of the World's top 500 companies announced in the last three years; Registered enterprises with municipal key investment attraction projects of more than 100 million yuan identified by the statistics department, or the main person in charge of A-level private enterprises with annual tax payment of more than 20 million yuan. Other equivalent level of talent.

Wudang Silver Card Applicants

High-level and urgently needed talents (third and fourth level) introduced into the city full-time under the "Wudang Talent Support Program"; Municipal experts with outstanding contributions, municipal government special allowance experts, municipal outstanding young and middle-aged top-notch talents;Leading talents in science and technology and leading talents in modern service industry;Experts with positive and senior titles in service; "Checheng craftsman" and other municipal skills honors recipients; City key backbone enterprises in charge (including the chairman, general manager, technology, R&D people in charge). Other equivalent level of talent.

Wudang Elite Card Applicants

Full-time undergraduates who are employed in our city within five years after graduation.

Ⅱ. Service Content

Cardholders of Wudang Gold Card, Wudang Silver Card and Wudang Elite Card can enjoy a variety of services in the city, such as immigration and residence services, quick service for household settlement, government convenience service, housing security service, financial service, cultural service and convenient living service.

1. Immigration and Residence Service

When Chinese cardholders, their spouses and minor children apply for overseas permits, and foreign cardholders, their spouses and minor children apply for visas, residence permits and permanent residence, green channel services will be provided by relevant departments.

2.Quick Service for Household Settlement

If the cardholder, his/her spouse or minor children request to move their household registration to Shiyan City, the public security department will complete the process within 10 working days from the date of acceptance.

3. Government Convenience Service

When cardholders apply for commercial registration, industry license, qualification approval, public legal services and other government services for legal persons, natural persons and other social organizations in government service halls at city and county levels, they can be guided by special staff and have priority.

4.Housing Security Service

Cardholders can live in the talent apartment according to the regulations, and the qualified public rental housing will be arranged first.

5. Financial Service

Financial institutions are encouraged to provide cardholders with "talent loans" and other credit products, increase credit loans and mortgage loans, and provide convenient financial services and loan interest rates. Credit guarantee can be provided by governmental financing guarantee institutions, and included in the "4321" risk-sharing scope.

6. Cultural Service

Books can be borrowed free of charge from public libraries in the city. Discount rates are available at selected theaters in the city.

7. Convenient Living Service

Cardholders can enjoy VIP discount treatment when shopping, dining and other consumption in the city Talent Alliance Stores.

Wudang Gold Card and Wudang Silver Card holders can also enjoy scientific research service, professional title assessment service, tax and fee preference service,transportation service, medical and health service,education service for children, employment service for family members, convenient living service, tourism and cultural service, and elderly care service in the city.

1. Scientific Research Service

Support cardholders and municipal enterprises and public institutions to build industrial technology research institutes, technology innovation centers, manufacturing innovation centers and other scientific and technological innovation platforms, and provide subsidies of 10 million yuan and 5 million yuan for the newly established national and provincial innovation platforms. Support cardholders to build science and technology incubation platforms such as science and technology incubators and science and technology accelerators with enterprises and public institutions in municipal districts, and provide construction subsidies of 2 million yuan and 1 million yuan respectively for newly established national and provincial science and technology incubation platforms.Cardholders will be given priority when applying for national, provincial and municipal science and technology projects.Free access to science and technology search, science and technology consultation, intellectual property consultation and other services.

2.Professional Title Assessment Service

To participate in the professional title assessment, cardholders can directly apply for and assess the middle and senior professional title through the green channel of professional title assessment for Special talents or returnees.

3.Tax and Fee Preference Service

When handling tax-related matters, cardholders may enjoy the tax payment green channel service provided by the tax department;If the first commercial house purchased by the cardholder from the date of obtaining the “Wudang Talent Card” is used for his/her residence, the cardholder can enjoy the deed tax subsidy within the validity period of the “Wudang Talent Card”.

4. Transportation Service

Cardholders can take the green channel and enjoy VIP service when taking flights and high-speed trains at Wudang Mountain Airport, Shiyan East Station of high-speed Railway.

5. Medical and Health Service

Cardholders and their spouses and minor children may be included in the basic medical insurance for urban workers or urban and rural residents according to regulations. Cardholders can enjoy the green channel services such as outpatient, emergency and hospitalization in designated hospitals in the city.

6. Education Service for Children

The enrollment of the cardholders’ children in public kindergartens and schools with compulsory education shall be arranged by the administrative departments of education at the city and county levels, without restrictions on household registration.

7. Employment Service for Family Members

If the cardholder’s spouse is willing to work in this municipality, the municipal and county human resources and social security departments will actively help recommend employment "one-to-one" according to the employment experience and personal conditions of the cardholder's spouse.

8. Convenient Living Service

In the city government procurement agreement hotel, cardholders can pay the government procurement agreement price.

9.Tourism and Cultural Service

The cardholder and 1-3 accompanying persons are free of admission when visiting the city's A-level and above tourist attractions.

10. Elderly Care Service

If the card holder's immediate family members need to care for the elderly in the city, they can apply for community home care service, or have priority to be arranged to live in public care institutions.

For Wudang Gold Card holders, they not only enjoy all the above services, but also enjoy five services specifically in the city, which are personnel specialist service, spouse employment service, elderly care service, transportation service, cultural travel service and fitness services.

1. Personnel Specialist Service

Cardholders enjoy personalized services from talent service specialists such as policy consultation, affairs coordination and information notification.

2.Spouse Employment Service

If the spouse of the cardholder voluntarily comes to Shiyan to work, the Municipal Bureau of Human Resources and Social Security, the Municipal Party Committee Editorial Office and the card holder's unit will assist in solving the problem according to the relevant policies and regulations. If it is temporarily impossible to solve the problem, the card holder's unit can issue a living allowance for the cardholder in accordance with two times the minimum wage standard of the location, for a maximum of three years.

3. Elderly Care Service

Parents living with the cardholder in Shiyan will be provided with a pension subsidy of 500 yuan per month for a maximum of 3 years.

4. Transportation Service

Cardholders take the city bus for free with the card. Enjoy convenient services when handling motor vehicle registration, motor vehicle safety technical inspection, and driving license application for inspection and replacement.

5. Cultural Travel and Fitness Service

Cardholders can enjoy free movies 12 times a year at designated theaters in the city, and can enjoy 30 free fitness services every year in Shiyan Sports Center.

Ⅲ. Application Procedure

1. Set up the service window for Municipal Excellent Talents in the Municipal Talent Exchange and Development Center, responsible for the application acceptance, qualification examination, card making and distribution, daily service and other work of "Wudang Talent Card".

2. Declaration. The applicant or the applicant's unit logs into the "Wudang Talent Card" information management system in Ehui Ban APP, or go to the local public service Windows for talents, fill in the application form of "Wudang Talent Card", and submit the relevant materials such as expert certificates, award certificates, talent introduction certificates, employment (labor) contracts, etc.

3. Issuance. According to this document " Applicant " qualification conditions, can be directly identified, by the Municipal Talent Exchange Development Center directly issued " Wudang Talent Card ". If it cannot be directly identified, the Office of theLeading Group for TalentWorkoftheCPCShiyan Municipal Committee and the Shiyan Municipal Human Resources and Social Security Bureau shall centrally examine and confirm it and issue it.

4. Duration. "Wudang Talent Card" is valid for 3 years. If the card needs to be renewed upon the expiration of the validity period, the cardholder should apply to the Municipal Talent Exchange Development Center 30 days before the expiration of the validity period, and submit the application to the Office of the Leading Group for Talent WorkoftheCPCShiyan Municipal Committee and the Shiyan Municipal Human Resources and Social Security Bureau for approval.

Wudang Silver Card holders who meet the application conditions of Wudang Gold Card can apply for upgrading.If the "Wudang Talent Card" is not renewed at the end of its validity, the service functions related to this method in the card will be automatically invalid. If the "Wudang Talent Card" is lost, the cardholder should report the loss in time and apply for replacement with relevant certification documents.

5.Deregistration. One of the following circumstances, the applicant or the applicant's unit to apply for the cancellation of the "Wudang Talent Card" service function, or the card issuing department directly cancel.

(1)The labor and personnel relationship between the cardholder and the unit is terminated or dissolved, and the cardholder does not work or serve in the city;

(2)The cardholder is investigated for criminal responsibility or is subject to disciplinary punishment according to law, but is still within the punishment period;

(3)Any violation or breach of trust committed by the Cardholder and its unit in the process of applying for and using the "Wudang Talent Card";

(4)Other circumstances that should be canceled.
